The UN Secretary-General asked every company for three rules for any AI system a child can reach. All three are engineering requirements with known shapes — and a school district can turn them into binding contract language today. The pledge verbatim, what each rule compiles to, the Scientific Panel's evidence, and three clauses to carry into a procurement meeting.
Phase 1 ships six K-12 interventions, a 15-template policy library, a dated public scoreboard that separates policy precedents from KTP-associated activity, a coalition page with named partners and tiering, a disclosure surface, and a structured contribution queue. Phase 2 ships architectural skeletons for the five remaining deepest substrates: Family, Culture, Measurement, Law, Money.
Substrate governance is not a metaphor. Water, attention, legal standing, early childhood, money, measurement — these are the material conditions that determine what any person can become. They are mandated universally and delivered unequally. /advocacy is the public catalog of what it takes to protect them.
Every intervention in this catalog carries two surfaces: a public card readable in ninety seconds (fight, who wins, who loses, what you do Monday, status), and a deep page with twenty-five structured fields covering adversaries, attack surface, failure modes, falsifier, coalition map, equity vector, constitutional anchor, vehicle status, and change log. The 15-template library closes the gap between the case and the advocate's Tuesday morning. The scoreboard separates pre-existing policy from documented KTP-associated activity and measured outcomes. §03Phase 1: K-12
K-12 is Phase 1 because it is the only universal substrate-formation site the state already operates. The intervention surface is bounded; the political vehicles are established; the evidence base is fresh. If the framework's substrate claim cannot be tested here, it cannot be tested. The lead intervention is bell-to-bell phone-free K-12: the question is whether substrate-formation under twelve — the conditions a childhood runs on — is a tier-3 luxury (something only the best-resourced families can buy) or universal infrastructure.

The May 7, 2026 snapshot records seven state policy precedents and one district policy, all predating this advocacy program. Instrument dates and status are preserved as recorded; this page has not reverified them. No KTP-associated adoption or measured outcome is recorded. You can contribute a policy source or document your role in an adoption for review. Recording an adoption and measuring its effects require different evidence.
Templates fork. Adapt one to your jurisdiction, your domain, your vehicle. Bring a school board resolution to the next agenda. File a comment on the rulemaking. Submit a measurement-reform proposal. Track a city council vote on childcare policy. Send a correction. Propose an intervention for Phase 2.

The interventions in this catalog are proposals for voluntary adoption, not mandates. Every intervention's adversary map names who gains authority over whom, and any deployment that bypasses community input at the planning stage violates the framework's own design criteria. The framework names this intervention failure mode F1: top-down imposition without participation.
