Of the six deepest substrates, Measurement is the only one with an active Phase 1 implementation: the K-12 measurement reform agenda is the canonical worked example. The measurement-reform agenda for Measurement follows the same pattern as the canonical K-12 implementation at /advocacy/k12/measurement-reform: surface what is currently measured badly, propose substrate-level metrics, anticipate gaming for each, and surface the pluralist signature that allows multi-camp coalition.
Measurement itself isn't measured. The quality of metrics is invisible until they are catastrophically wrong. The K-12 measurement reform agenda is the canonical implementation; the same pattern applies across healthcare, civic, AI-system, and economic measurement.

Every federal public-facing metric ships with a 12-field passport: construct, instrument, validity evidence, intended use, prohibited use, gaming model, refresh cadence, owning agency, methodology version, change log, audit history, and corrections process. The passport is published on the same surface as the metric.
Protect BLS, BEA, NCHS, BJS, NCES, and other federal statistical agencies from political methodology interference. Establish a fixed-term director model with cause-only removal, methodology change protocols requiring public comment, and political-interference reporting.
Every public-policy metric publishes its gaming model alongside. A metric without a published gaming model is a metric not yet ready for accountability use. The Tier-3 / Tier-4 separation depends on this discipline being structural rather than aspirational.
Fund continuity of long-time-series datasets. Census, BLS time series, NCHS vital statistics, and similar multi-decade datasets are civic substrate; their cancellation must require statutory rather than administrative action.
Replicate the federal Metric Passport pattern at state agencies. State-published education, health, labor, and economic metrics each ship with a passport documenting construct, validity, gaming model, and intended use.

State vehicles: state-level information-quality acts, agency directive frameworks. Measurement is the only Phase 2 domain that is also active in Phase 1 — partial engagement via K-12 is the prototype, not the limit.
Phase 2 ships the substrate frame, bottlenecks, measurement agenda, and priority interventions for all six deepest substrates. Phase 3 deepens each to K-12 parity. For this domain, that means:
