What the environment allows.

Etrust is a continuous number. Capabilities are discrete tiers carved from it. A change in the score can reduce the allowed tier automatically, with a recorded reason and a review or repair path.

Silent Veto. The execution gate refuses the action. Record the reason and provide an appeal or repair path for the governing decision. Review can support a new evaluation; it cannot authorize an action that still exceeds current environmental capacity.
