Witnessed betrayal dominates in substrate-deprived environments: the system is experienced as extractive, not supportive.

Take the phones out, and put back what they displaced: staffed after-school hours, librarians, meals, home broadband. Stripping a resource from kids without replacing it is reform-as-extraction.

§02Narrative
Lived experience

A working mother on a closing shift drops her kid at school at seven a.m. Pickup at six p.m. The eleven hours between are either supervised by adults building substrate or unsupervised by screens building dependence. Wealthy families fill the gap with private after-school programs. Public schools used to. Now the librarian was cut, after-school is half-funded, broadband at home is unreliable, the school nurse is shared with three other buildings. The phone-free school doesn't reach the home.

The system

Public school funding has shifted over thirty years away from the ancillary services that made schools comprehensive substrate-formation sites: librarians, after-school programs, full-time nurses, free meals at scale, school counselors, art and music teachers, on-site mental-health staff. The cuts were defended as efficiency. The cuts were extraction. They moved substrate-formation off the public balance sheet without moving the demand for substrate.

The failure mode

Phone-free school policy (Intervention B) and measurement reform (Intervention A) restore the developmental window during instructional hours. Before and after instructional hours, the substrate is unrestored. Wealthy families fill the gap with private programs; working families fill it with phones. The intervention without provisioning hardens the existing tier structure. The reform reads as a benefit to the rich and a burden on the poor — and the political coalition for further substrate restoration collapses.

The leverage point

Public-school funding architecture is the leverage point. Federal Title I, IDEA, USF/E-Rate broadband, state foundation aid, and local property tax / levy formulas determine who has substrate and who does not. The lever is whether the substrate is provisioned as a luxury good (private supplement) or as universal infrastructure.

The intervention

Federal: Title I expansion to fund paid after-school programs at every Title I-eligible school. IDEA reauthorization to fund full-time school nurses and counselors. USF/E-Rate expansion to fund home broadband as utility for K-12 households. State: foundation aid formulas that explicitly fund libraries, art/music staff, on-site mental-health, and free meals at scale. Local: tax levies tied to substrate-staffing ratios, not test scores.

The strongest objection

We can't afford this. The federal deficit is rising; states have balanced-budget requirements; local property tax revolts are real political forces. Substrate provisioning is a wishlist that runs into the math.

Why the intervention survives

The substrate is already paid for in the rich-private and rich-public-school tier. The richest 1% have already bought the substrate. The question is not whether civilization can afford it — civilization is currently affording it for some children. The question is whether it should be a luxury good or universal infrastructure. Pose the question that way and the math becomes a values question, not a feasibility question.

§05Failure modes (capture / watered-down / weaponized)
Captured
Federal funding flows to private vendors (online tutoring, ed-tech platforms, app-based after-school) rather than to school staffing. The line item exists; the substrate does not.
Watered-down
Title I expansion is funded but not at scale. After-school exists but only at a fraction of demand. Wealthy districts continue to outspend the federal floor 5-10x.
Weaponized
Home broadband subsidy is tied to data-collection requirements that surveil low-income families. Substrate provisioning becomes a Trojan horse for surveillance.
§06Falsifier

If federal Title I expansion and state foundation aid reform are enacted at the proposed scale and, after five years, the substrate-staffing gap (libraries, after-school slots, on-site mental-health, broadband at home) between Title I and non-Title I districts is not narrowing — the intervention has failed in the form deployed. Revision required.

§08Equity vector & exclusion risk
Equity vector

This intervention IS the equity vector. It is the precondition that prevents A, B, and C from delivering tier-3 advantage. Without D, the other interventions harden the existing tier structure; with D, they become substrate-restoration for all.

Exclusion risk

If implementation is structured as competitive grants rather than formula funding, well-resourced districts with grant-writing capacity capture disproportionate share. Formula funding tied to Title I status is the design.

§09Mechanism of luxury

Staffing density, hours of supervised programming per child per week, broadband at home, full-time nurses and counselors. All four are tier-3 features in well-resourced public schools and tier-1 features in under-resourced ones.

Constitutional anchor

Federal: Article I §8 spending power (Title I, IDEA, USF/E-Rate). State: state constitutional education clauses (Hawaii excepted) and adequacy litigation history. Local: state-delegated taxing authority. The constitutional architecture exists; the political will is the binding constraint.

Substrate precondition

Existing Title I, IDEA, USF/E-Rate funding architecture (already in place; expansion is the move). State foundation aid formulas (already in place; reform is the move). Levy authority at the local level (already in place; political will is the binding constraint).

Amendability

Federal funding is reauthorized in budget cycles (annually) and program reauthorizations (5-7 year cycles). State foundation aid formulas typically reviewed annually with major reform on 5-10 year cycles. Local levies on local cycles, often biennial.

First-order impact

Paid after-school slots at every Title I-eligible school. Full-time librarians at every school. Home broadband as utility for K-12 households. On-site mental-health staff at scale. Free meals at scale.

Second-order impact

Phone-free policy (B) and measurement reform (A) deliver universally rather than tier-3. The political coalition for further substrate restoration holds because the reforms benefit working families, not just wealthy ones. Public-school institutional legitimacy rises over a 10-15 year horizon.

Trigger condition

Annual Title I compliance review; community eligibility provision annual certification; E-Rate annual funding application audit.

Recourse on failure

Federal: loss of Title I, SNAP, E-Rate funding streams. State: equity-gap reporting requirements. No single enforcement lever — enforcement is distributed across multiple federal and state programs.

Known gap

Fragmented funding streams create compliance complexity and leave gaps between programs. A student can be covered by school nutrition but not home broadband, or vice versa. No unified substrate-provisioning standard exists.

Measurement Discipline

Substrate provisioning has the most mature data infrastructure of any K-12 intervention in this set. Student-to-counselor and student-to-social-worker ratios are tracked by multiple federal agencies. The equity gap is documented and large. The measurement challenge is not data availability but political will to act on known numbers.

The national average ratio of students to school counselors, as published by the American School Counselor Association (ASCA) from ED Common Core Data. ASCA's recommended maximum is 250:1. The national average has improved modestly since 2020 but remains far above the standard. This is the primary throughput variable for the intervention.

Baseline

2022–23: national average of 408 students per counselor (ASCA annual report, based on NCES Common Core Data). State range: 166:1 (Vermont) to 720:1 (Arizona). 40% of schools have no counselor at all.

Target

National average at or below 250:1 by 2030, aligned with ASCA standard; no state exceeding 400:1; federal Elementary and Secondary School Emergency Relief (ESSER) successor funding directed to counselor staffing.

The national average ratio of students to licensed school social workers, as tracked by NASW and NCES. School social workers address trauma, family instability, and systems navigation — the substrate functions counselors do not cover. The national average is significantly worse than the counselor ratio and receives less policy attention.

Baseline

2022–23: national average of approximately 2,100 students per school social worker (School Social Work Association of America / NCES CCD). SSWAA recommended standard is 250:1. Most rural districts have no social worker.

Target

National average at or below 500:1 by 2030; every district above 50,000 students has at least one licensed school social worker per school building.

Schools with trauma-informed practice training for all staff

The percentage of public schools in which all instructional and support staff have received documented training in trauma-informed practice (TIP) within the past three years. Trauma-informed schools are a systemic substrate provisioning intervention: they increase the probability that each student encounter with a staff member is a stabilizing rather than destabilizing interaction.

Baseline

No national census exists. Based on the Trauma-Sensitive Schools initiative survey (Harvard / NSCS 2023), fewer than 15% of public schools have completed district-wide, all-staff TIP training. Most TIP training is delivered to counselors or social workers only.

Target

50% of public schools complete documented all-staff TIP training cycles (every 3 years) by 2030; all Title I schools by 2028.

Equity gap in counselor ratios: Title I vs. non-Title I schools

The difference in student-to-counselor ratios between Title I-designated schools and non-Title I schools, within the same state. This is the equity diagnostic: substrate provisioning fails as luxury good when the schools with the highest student need have the fewest counselors. The gap is documented to be large and persistent.

Baseline

ED CRDC 2020–21: Title I schools have counselor ratios approximately 40% worse than non-Title I schools in the same state, on average. In high-poverty urban districts, the gap often exceeds 2:1.

Target

Within-state counselor ratio gap between Title I and non-Title I schools reduced to less than 20% by 2030; Title I schools at or below ASCA standard of 250:1 by 2028.

The number of states that have enacted legislation establishing a mandatory maximum student-to-counselor ratio of 300:1 or better, with dedicated funding streams to achieve and maintain it. Unfunded mandates have no measurable effect on ratios. This KPI tracks legislative structure, not just aspiration.

Baseline

As of 2025, 4 states have enacted counselor ratio requirements: Vermont, Virginia, West Virginia, and Rhode Island. Only Vermont's ratio requirement (one per 200 students) is funded with a mandatory per-pupil allocation. Most state laws are aspirational.

Target

At least 15 states enact funded counselor ratio mandates at 300:1 or better by 2030, with accountability mechanisms linking funding to demonstrated ratio compliance.
